[[{"type":"media","view_mode":"media_large","fid":"208","attributes":{"alt":"","class":"media-image","style":"width: 333px; height: 275px; margin: 3px 10px; float: left;"}}]]PORT ANGELES — Air quality in central and eastern Clallam County is generally good, but wood burning for home heating and transportation-related pollutants are contributing to occasional “unhealthy” air days, according to a year-long Olympic Region Clean Air Agency study.

Odelle Hadley, senior air monitoring specialist for the agency, presented the study to about 40 area residents during a meeting at the Port Angeles Library on Sunday.

The study, undertaken in 2013 to identify which location would best represent the area to test air quality, is a precursor to testing air quality impacts of the new co-generation biomass boiler at the Nippon Paper Industries USA Inc. plant in Port Angeles.

Nippon’s new biomass boiler — one of four boilers at the plant — was operational for about a month in November and December but has been under repair since, so the study does not reflect any impact the boiler may have on local air quality, Hadley said.

Funds for the program are being drawn from the state’s Alternative Compliance Payment funds, which are payments made by electricity suppliers when they do not meet state renewable energy portfolio standard obligations. Payment amounts vary according to technology class and compliance year. For example, in 2014, suppliers in RPS Class I—which includes sources installed after 1997—must pay $66.16 per MWh not achieved.

 Each year, ACP funds are allocated by the Massachusetts Clean Energy Center. Through the new program, a variety of technologies are eligible for funding, including woody biomass, grass pellets, advanced biofuels, biogas, solar thermal, and inverter driven air and ground source heat pumps.

Biomass Combustion: Harmful on any Scale

In many cities and towns, increased wood burning, both indoor and outdoor, has become a potentially year-round source of urban and semi-rural air pollution, whether from highly polluting outdoor wood boilers, needless “recreational” outdoor burning in warmer seasons, or avoidable fireplace or wood stove smoke in cooler months.

Residential smokestacks have even fewer pollution controls than industrial technologies, and people are exposed so directly in the confines of an urban neighborhood, where smoke particles can be trapped between trees, buildings, and other structures and can seep easily into nearby houses, even through closed windows and doors. Studies have found that as much as 70 percent of outdoor smoke pollution can enter surrounding homes, posing health risks to neighbors. Indoors, particle concentrations can build to levels that are dangerously high.

Hazardous Waste is Not Clean, Renewable Energy

Thanks to a law passed with bipartisan support in 2008, Michigan has been challenged to generate 10 percent of its energy from renewable sources like wind, solar, or water by 2015. We are currently on track to meet or exceed that goal, which has resulted in job creation, cost reductions, and cleaner air and water.

Despite a track record of success, however, efforts to increase the use of clean renewable energy in Michigan are under attack. Besides a looming expiration date of 2015 on our clean energy goals, state legislators want to rewrite the definition of renewable energy to include some of the dirtiest, most hazardous substances generated by oil refineries and coal plants. They want us to consider hazardous waste and petroleum byproducts clean, renewable energy.

Dirty Wood-Heaters

PM2.5 penetrate the deepest recesses of our lungs.  As well as causing lung disease, PM2.5 can enter the bloodstream and transport the toxins in air pollution all round the body, causing inflammation, heart disease, cancers, dementia, genetic damage in babies, increased risk of childhood asthma, autism, reduced IQ when children start school and attention problems.

American Lung Association Contradicts Its Own Mission on Fracking

"Sobering Statistics Tell Story About Reality of Women's Lung Cancer" was the headline of a May 15 blog post written by Harold Wimmer, president and CEO of the American Lung Association (ALA), for the Huffington Post. Wimmer was touting the ALA's recently announced initiative "to make lung cancer in women a public health priority, drive policy change and increase research funding." Businesses and organizations around the country are sponsoring events to support this campaign.

A Victim of Woodsmoke Pollution

It was perfect for us! Everything on one floor, a surrounding deck, and a large expanse of lawn. Little did we know that, in 2002, our lives would be changed dramatically! Beginning in 2002, our home became surrounded and infiltrated by wood smoke from our neighbour. There was no help in getting this smoke stopped. Everywhere we turned we received sympathy but were told there was nothing they could do.

We were told that it was an issue to be dealt with at the municipal level. Approaching the municipality and asking for help gave us more sympathy but no action.

Energy Justice Now will provide critical reporting on the entire spectrum of the dirty energy resistance, highlighting the voices of community organizers battling fossil fuels, nuclear power, and biomass and waste incineration from sea to shining sea. Some of you are on our email discussion lists while others may not have heard from us in years. We're happy to now be at a point where we can engage and support more people, and let you all know what we're doing.

Energy Justice Network exists to build, support and network grassroots community organizations fighting dirty and unnecessary energy and waste industry facilities. We've helped communities win victories against coal and gas-fired power plants, incinerators of every sort (trash, 'biomass,' tires, poultry waste, sewage sludge, medical waste...), landfills, fracking, pipelines, refineries, ethanol biorefineries, nuclear facilities and more.

Our approach includes connecting people fighting similar industries so that they're helping one another as a network, rather than our trying to only provide top-down support. Through network-building, we help bring people from a Not In My Backyard (NIMBY) mindset to a Not in Anyone's Backyard (NIABY) approach toward dirty technologies for which clean alternatives exist.

In 2006, we pulled together the nation's first and only grassroots "No New Coal Plants" network, contributing to the defeat of 85% of 200+ coal power plant proposals. We also brought together a national grassroots movement against "biomass" incinerators (burning trees, wood waste, poultry waste and more), and saw 45 proposals for biomass and other waste incinerators defeated within our network just since 2010. We hope to do the same soon for those fighting the hundreds of gas-fired power plants now proposed. Without the big money other groups have to bring people together for national conferences, we've connected people via email discussion lists and conference calls.

Our work focuses on providing tools grassroots community activists need to win. This includes providing strategy and organizing advice, research support, information of many sorts (on problems with technologies and fuels, corporate track records, relevant public policies...), speaking/training, local environmental ordinances, mapping tools, connecting student and community activists, and much more.
