Proposed Washington Biomass Incinerator Nets $200k State Grant

Jay Inslee announced Wednesday. The money will go to Wind River Biomass Utility, which has pursued the project will local, state and federal partners.

"Enabling clean, renewable heat and power generation from forest biomass not only creates jobs and economic activity in our timber-dependent communities, it supports our efforts to reduce greenhouse gas emissions and increase treatment of our local forested lands for health and fire reduction," Inslee said in a statement. The announcement came during the governor's swing through the area.

The facility would generate energy from forest biomass — for example, the wood debris left over from timber harvesting, thinning and treatments.

Studies have shown the plant could be built along with a greenhouse and nursery business, according to the governor's office. The heat and power generated by the facility would serve the site itself, and surplus power could be sold to the Skamania County PUD.

The grant will be paid through the state Department of Commerce's Forest Products Financial Assistance Program, which is federally funded. The money will be used to purchase equipment for the facility.

The $2 million first phase of the project is expected to operational by next summer, said Paul Spencer, managing partner with Wind River Biomass. The facility's initial capacity will be a half of a megawatt of electricity, and two to three megawatts of heat equivalent, Spencer said. Future expansion could increase capacity to two megawatts of electricity and five megawatts of heat equivalent, he said.

Most of the material fueling the plant will come from the Gifford Pinchot National Forest, Spencer said.

In fact, it is getting even warmer even faster than they thought the last time they admitted to having underestimated the problem. We humans are in deep trouble, and finding a way out of this mess - one that will ensure a decent future for us - is becoming increasingly difficult, if not nearly impossible. 

 

That difficult task is what the latest installment from IPCC, the Working Group 3 report on mitigation is intended to address. This past weekend, the "summary for policymakers" was released after the mad rush of government negotiations over the scientists' text took place in Berlin last week.

Bill Strauss, the Biomass Thermal Energy Council’s chief economist, recently reported that 1.34 million jobs would be created if the 6 million rural homes using expensive fossil fuels like propane and heating oil switched to domestically produced wood pellet fuel. Migrating 1 million homes to biomass heating fuels is optimistic—let alone 6 million—but recent developments in the northeastern U.S. are driving this vision ever closer to reality.

Meanwhile, behind the smokescreen, biomass thermal advocates are supporting much of the same forest-raiding, climate-busting, and lung-searing policies as the biomass power pushers.

If successful, the biomass thermal industry’s legislative agenda won’t result in smaller, higher-efficiency biomass heating facilities replacing larger, lower-efficiency biomass power facilities  —  it will simply spur the construction of both.

It wasn’t supposed to be this way. The ethanol era has proven far more damaging to the environment than politicians promised and much worse than the government admits today.

As farmers rushed to find new places to plant corn, they wiped out millions of acres of conservation land, destroyed habitat and polluted water supplies, an Associated Press investigation found.

Five million acres of land set aside for conservation — more than Yellowstone, Everglades and Yosemite national parks combined — have vanished on President Barack Obama’s watch.

The scientists raised concerns that currently proposed legislation (HR1526, which passed in the House in September, and HR3188, now before the House) would seriously undermine the ecological integrity of forest ecosystems, setting back their ability to regenerate after wildfires.

As The Economist reports, “In its various forms, from sticks to pellets to sawdust, wood (or to use its fashionable name, biomass) accounts for about half of Europe’s renewable energy consumption.

In some countries, such as Poland and Finland, wood meets more than 80% of renewable energy demand. Even in Germany, home of the energy transformation which has poured huge subsidies into wind and solar power, 38% of non-fossil fuel consumption comes from the stuff. After years in which European governments have boasted about their high-tech, low-carbon revolution, the main beneficiary seems to be the favored fuel of the pre-industrial societies. The EU wants to get 20% of its energy from renewable sources by 2020; it would miss this target by a country mile if it relied on solar and wind alone.” (1)

Ministers believe biomass technology could provide as much as 11% of the UK's energy by 2020, something that would help it meet its carbon commitments. The Environment Agency estimates that biomass-fired electricity generation, most of which involves burning wood pellets, can cut greenhouse gas emissions by up to 90% compared with coal-fired power stations. Eight biomass power stations, including one in a unit in the giant Drax power station, are operating in the UK and a further seven are in the pipeline. None operates near capacity.

Climate scientists long warned we would experience more and more extreme weather events. Well, here it is, just as predicted. In the Philippines, thousands of lives have been lost. Bodies are floating in the streets -- mothers, fathers, babies, children. Not just meaningless statistics from some far away unreal place, but real people: loved ones and friends whose lives have been smashed and obliterated, while the world around them -- trees, land, coastlines, and the creatures that inhabit that part of the world -- have been flattened, blown away and drowned.
