The proposal changed from one that would use "hydrothermal decomposition" to pelletize trash and sewage sludge and burn those pellets on-site (as the company previously proposed in Allentown, PA), to a proposal that would make the pellets to be burned in coal power plants in the PA/WV/OH region.

People still organized to fight it off, and on 12/19/2016, Muncy Borough passed a set-back distance ordinance drafted by Energy Justice Network that effectively banned Delta Thermo Energy by prohibiting new waste facilities or air polluting facilities from within 300 yards of an occupied dwelling, school, park, or playground.

As of December 2016, rumor has it that Delta Thermo Energy is looking at other sites in the same area, particularly Clinton Township, Lycoming County.
