This is proposed in an industrial 'park' alongside an ethanol facility (Spirit Ethanol), a malt processing plant. This plant is a combined heat and power plant, providing steam to Cargill's malting plant.

Lignite coal will come from the Falkirk mine. Because it is under 100MW it did not need a siting permit by state law.
