1994 PSD permit allowed construction of an Integrated Gasification Combined Cycle (IGCC) plant.  The permit required a NOx BACT evaluation based on data gathered from the plant's operation to be submitted 12-18 months after operation began. On May 10, 2001, the permitting agency issued a proposed BACT determination to require SCR.  Tampa Electric appealed the determination, and SCR was not required in final permit.

This plant was cancelled because of govenor Crist's push to reduce carbon emissions.

Unit 6, estimated at 1.5 billion.
