This plant was proposed in 2001. In 2002, KY Division of Air Quality granted the developers an air permit. The proposal was withdrawn in December 2008, but Peabody states that they will pursue a coal to gas plant in the same county and region.

Valley Watch, Cumberland Chapter, and the Sierra Club opposed the formerly proposed coal plant. These groups challenged its air permit.
