"Situated in a residential area, in the S.W. corner of Preston on the Thames River. 13 towns have put-or-pay contracts to supply waste….According to Freedman, this incinerator has the highest tip fee of all CT plants, even though they have the highest (approx. 8.5 cents/kw) subsidy for electricity sales. Currently, the ash is going to Fall River, Massachusetts."
