"In April 2010, Wheelabrator purchased two plants from the Southeastern Public Service Authority (SPSA), an agency which provides disposal services for eight localities in Southeastern Virginia. The first plant is a Refuse Derived Fuel (RDF) plant that receives solid waste. The second is a power plant that safely and cleanly burns the waste to produce steam and electricity."
