This plant and the Ely Energy Center, proposed nearby, faced extreme opposition from residents and environmental groups. Many residents were particularly concerned about this proposal's heavy wateruse. The Sierra Club and other groups questioned LS Power about the emissions rates described in its draft environmental impact statement. The proposed plant was defeated.

Harry Reid opposed this proposal from the beginning.
