After years of opposition (including legal opposition from the Sierra Club), the Utah Supreme Court remanded the air permit first issued in 2004. As of 2010, the proposal is not active as a coal plant proposal, but natural gas may be considered. A natural gas facility has not been formally proposed.

This coal plant would have an effect on visibility within Utah's five national parks.
