Unofficially defeated 9-23-2008, officially defeated 5/12/2009. While Energy Northwest has decided not to build an IGCC plant in Kalama, the corporation may build a natural gas plant. The 70 acres that Energy Northwest owns has both rail and water access.
Was planned as an IGCC plant in the Port of Kalama, but canceled because in its 2008 election WA passed legislation ESSB 6001 that would require CCS technology as part of the plant. The plan was to build two plants of ~300MW each. One owned by a public power and the other privately owned and financed.
The plant was to burn 70% pet coke and 30% coal. It was projected to be online in 2012.
