Was to be built on a Brownfield, near Shoemaker mine, to use high-sulfur coal and waste coals. Developers announced plans to build in July, but by October the plant was defeated. The developers cited a "difficult financial environment" for the withdrawal. Both Gov. Manchin & Sen. Rockefelle supported the plant proposal.

The plant was to produce 720,000 metric tons of methanol/yr and 100 million gallons of 87-octane/yr.
