CSX Railroad seeks consent and approval from the U. S. Dept. of HUD, Army Corps of Engineers, Surface Transportation Board, ADMN,(Alabama Department of Environmental Management) and the Alabama Historical Commission to additional rail lines traveling through a HUD financed $42 million newly "modernized mixed-use (single family home ownership and multifamily subsidized development) in the predominantly black middle class, home-ownership Wenonah, Goldwire, Grassilli, Mason West End, and the "Upper Income" (black) Heritage Town Center, an "inner-urban" community.
CSX is shifting its Birmingham rail traffic from inner city "Collegeville" to predominantly black inner-city southwest Birmingham - "In an arrogant display of Black-On-Black environmental disparate treatment, by siting this CSX rail facility in southwest Birmingham, Alabama.
