In May, 2009 Homer Electric Association Board of Directors voted to cancel their efforts to operate the Healy coal plant.

This plant was idled in 1999 because of a commercial dispute. Golden Valley Electic Association (GVEA) bought the power while the Alaska Industrial Development and Export Association (AIDEA) owned the plant. Now (2009) GVEA will pay $50 million to AIDEA for the plant and Homer Electric Association will buy 50% of its electric output.

The plant's coal would come from the Usibelli mine.
The Healy Clean Coal Plant is within miles of the Denali Nat Park
There is uncertainty as to if the air permits issued in the 1990s will be sufficient for reopening this plant approximately a decade later.

The Clean Coal plant is heavily subsidized by the Department of Energy (DOE)
This plant is set to operate 6-18 months from Feb 2009.

On Dec. 4, 2009, Sierra Club and other environmental groups submitted comments on the draft V operating permit.
