"Wheelabrator spent hundreds of thousands of dollars over the past few years on lobbyists who worked to prevent the state Senate from adopting legislation that would have stopped the project. The lobbying campaign was one of the most costly in legislative history.

State Attorney General Richard Blumenthal stated his opposition to the plant numerous times. And last year during his election campaign, Gov. John G. Rowland said one of his goals would be to stop the project."
