Westmoreland Resources owns the coal for this project, while the tribe (Crow) owns the land.

According to Sierra Club, Westmoreland and Crow Nation have not applied for an air permit. After talks in 2006, the EPA has not received more information on this proposal. The project appears uncertain, but little information has come forward.

As of December 2009, the location for this proposal is not yet known. The plant would be located somewhere on or near the Crow Reservation.
