Biomass Causes Problematic Emissions Too

Most proposed carbon control schemes do not control emissions from biomass energy, erroneously assuming they are carbon neutral.

If we tax carbon dioxide emissions from fossil fuels and ignore the emissions and side effects from production of biomass energy, we will hasten the demise of most forests and worsen the availability and cost of food, perhaps increasing carbon dioxide emissions as well.

To avoid those problems, any carbon control scheme needs to close the “biomass loophole.” For example, we could tax emissions from burning biomass like any other source of carbon dioxide emissions, at least by default, and put the burden of proving otherwise on large biomass producers or users through an appropriate system of certification of emission reductions and sustainability of production methods.

Proposed Washington Biomass Incinerator Nets $200k State Grant

Jay Inslee announced Wednesday. The money will go to Wind River Biomass Utility, which has pursued the project will local, state and federal partners.

"Enabling clean, renewable heat and power generation from forest biomass not only creates jobs and economic activity in our timber-dependent communities, it supports our efforts to reduce greenhouse gas emissions and increase treatment of our local forested lands for health and fire reduction," Inslee said in a statement. The announcement came during the governor's swing through the area.

The facility would generate energy from forest biomass — for example, the wood debris left over from timber harvesting, thinning and treatments.

Studies have shown the plant could be built along with a greenhouse and nursery business, according to the governor's office. The heat and power generated by the facility would serve the site itself, and surplus power could be sold to the Skamania County PUD.

The grant will be paid through the state Department of Commerce's Forest Products Financial Assistance Program, which is federally funded. The money will be used to purchase equipment for the facility.

The $2 million first phase of the project is expected to operational by next summer, said Paul Spencer, managing partner with Wind River Biomass. The facility's initial capacity will be a half of a megawatt of electricity, and two to three megawatts of heat equivalent, Spencer said. Future expansion could increase capacity to two megawatts of electricity and five megawatts of heat equivalent, he said.

Most of the material fueling the plant will come from the Gifford Pinchot National Forest, Spencer said.

Tennessee Biomass Incinerator Shut Down For Costs, Safety

[[{"type":"media","view_mode":"media_large","fid":"249","attributes":{"alt":"","class":"media-image","style":"width: 233px; height: 155px; margin: 3px 10px; float: left;"}}]]Oak Ridge National Laboratory’s Biomass Steam Plant, heralded as a money saver and friend to the environment, failed to live up to its hype operationally, and the U.S. Department of Energy is reportedly trying to renegotiate its deal with the company that performed this and other projects at ORNL under a $90 million Energy Savings Performance Contract.

Johnny Moore, DOE’s site manager at the laboratory, confirmed that operations at the Biomass Steam Plant were shut down last fall after system checks revealed that walls were thinning in some of the key vessels and transfer lines. An analysis determined the walls were eroding because of the presence of “weak organic acids” generated by wood-burning operations that fueled the system, and there were safety concerns, he said.

Creditors Given OK to Foreclose on WA Biofuel Facility

Franklin County Superior Court Judge Cameron Mitchell recently approved a request by the creditors to foreclose on the liens they hold against the company's personal property.

Mitchell also approved a priority order for the creditors. A company called Panda Holding, which requested the decision, is first and sixth on the priority list of those who have not been paid yet.

Jose Gonzalez, owner of American Electric of Richland, and James Osterloh of West Richland, who was Green Power's former chief engineer and owner of Concrete Structures, formed Panda Holding to pursue what Green Power owes them.

Both have received court judgments for the debts owed by Green Power. Green Power owes American Electric more than $1 million for electric work on the unfinished Pasco plant. Osterloh says he's owed $4.4 million, including interest.

In total, Green Power still owes nine creditors $6.1 million, including interest, because of liens that were secured on the company's personal property, according to court documents.

USDA Funds Genetic Engineering Research for Switchgrass Biofuels

Robin Buell has been awarded $1 million from a joint U.S. Department of Energy and U.S. Department of Agriculture (USDA) program to accelerate genetic breeding programs to improve plant feedstock for the production of biofuels, bio-power and bio-based products.

Specifically, the MSU College of Natural Science researcher will work to identify the genetic factors that regulate cold hardiness in switchgrass, a plant native to North America that holds high potential as a biofuel source.

"This project will explore the genetic basis for cold tolerance that will permit the breeding of improved switchgrass cultivars that can yield higher biomass in northern climates," said Buell, also an MSU AgBioResearch scientist. "It's part of an ongoing collaboration with scientists in the USDA Agricultural Research Service to explore diversity in native switchgrass as a way to improve its yield and quality as a biofuel feedstock."

One of the proposed methods to increase the biomass of switchgrass, and therefore its utility as a biofuel, is to grow lowland varieties in northern latitudes, where they flower later in the season.

Biomass Burning Kills 250,000 People a Year

The paper itself asks: “As such, particle burn-off of clouds may be a major underrecognized source of global warming.” For me what matters are the deaths in the here and now:

“We calculate that 5 to 10 percent of worldwide air pollution mortalities are due to biomass burning,” Jacobson said. “That means that it causes the premature deaths of about 250,000 people each year.”

 This is similar to Indur Goklany’s conclusion in 2011:

Killing people with “concern”? Biofuels led to nearly 200,000 deaths (est) in 2010.

In a study  published in  Journal of American Physicians and Surgeons, Indur Goklany calculated the additional mortality burden of biofuels policies and found that nearly 200,000 people died in 2010 alone, because of efforts to use biofuels to reduce CO2 emissions.

Goklany (2011) estimated that the increase in the poverty headcount due to higher biofuel production between 2010 and 2004 implies 192,000 additional deaths and 6.7 million additional lost DALYs in 2010 alone.

Forest Thinning Will Increase Wildfire Risk

Unfortunately, most of the advocated thinning will actually stoke the wildfires of the future rather than lessen their occurrence and impacts.
 
Thinning prescriptions proposed in Wyden's O&C legislation, designed by eminent foresters Jerry Franklin and Norm Johnson, will stimulate hotter, faster-growing wildfires that are more hazardous to fight. These prescriptions drastically thin forest canopies through timber sales designed primarily to generate timber volume, often leaving the slash and smaller shrubs and trees for non-commercial fire hazard reduction projects that are usually underfunded, unable to match the pace of canopy thinning projects and clear-cuts across the landscape.
 
Thinning forest canopies opens the stands to more sunlight, which encourages growth of fine fuels, including shrubs, small trees and grasses. Penetration of sunlight and dry summer winds effectively increases the active fire season by drying this new growth and leftover logging slash much faster than in adjacent unlogged forest stands, where greater canopy closure with tall shade columns retains moisture in soils and vegetation.
 
Active fire season begins weeks earlier in thinned forests and lasts weeks later, drastically increasing the time span during which dry forest conditions contribute to rapid fire spread. These dry, thinned forests often burn hotter and more erratically than unthinned stands, even causing retreat of firefighters when conditions become too dangerous to maintain fire lines.

Biomass Rejected in Favor of Solar in Springfield, VT

Winstanley Enterprises announced Wednesday that it was seeking state approval to build five, 500-kilowatt solar arrays in the North Springfield Industrial Park.

Some of the land that will be used was earlier proposed to be the site of the ill-fated North Springfield Sustainable Energy Project, which was rejected by state regulators earlier this year. The biomass plant would have burned tons of woodchips a year to produce 35 megawatts of electricity.

The developers of the project could not be reached for comment Wednesday.

But according to a news release sent out earlier in the day, it is a joint project of Winstanley Enteprises LLC, of Concord, Mass., Green Lantern Development LLC, of Waterbury and Powersmith Farm Inc., of Guilford.

But according to the three groups’ news release, the five arrays would total 2.5 megawatts of electricity, and represent approximately $8 million in capital investment.

By comparison, the biomass plant was estimated to cost upward of $150 million.

Shuttered Texas Biomass Incinerator to Reopen

NRG will also operate and maintain the facility once it resumes operation. The plant first opened in August 2011 and was the first wood-fired biomass power plant in the state. It can consume about 525,000 tonnes of logging debris and municipal wood waste per year.

The Aspen power plant has the capacity to deliver approximately 50MW to the grid and uses locally sourced clean wood-waste biomass as its fuel supply. Work to restart the facility began in mid-May and commercial operations are expected to be achieved by late July. NRG is in the process of hiring the site management team and operating staff.

'The Aspen Power facility was shut down in the fall of 2012 due to market economics. Since then, our projections show an attractive opportunity for the plant to resume operations and provide competitively-priced clean energy to the Texas market,' says John Keller, CEO and founder of InventivEnergy.
